Canal Park groundbreaking may signal return of Navy Yard development

Most of the construction projects around Nationals Park ground to a halt when the recession and credit crisis struck, but some may slowly be getting back on track.

Politicians broke ground Tuesday for the new Washington Canal Park at 2nd and M streets SE. Some say it's a sign of new progress.

"Navy Yard is still on its way to becoming the best neighborhood in America," said Ward 6 Councilman Tommy Wells.

The park will stretch across three now-vacant blocks, and will feature a restaurant pavilion, an ice rink, and space for outdoor performances. It is set to open next fall.

There are other signs of development in the area. Another waterfront park is set to open next month.  And a 170-unit apartment building nearby just secured funding after two years of trying.

Developers say they are all signs the financial frustrations may finally be easing.

"Certainly the slowdown in 2008-2009 did slow things down, but there's still a lot of projects ongoing and a lot of work that continues," said Chris Vanarsdale, executive director of the Canal Park Development Association

Apartments, condos and offices went up one right after the other before the recession. But in its aftermath, many developments were slow to fill up, and others were shelved.

The 775,000 square foot Half Street Development, for example, was supposed to be one of the city's newest hot-spot destinations by now. The lot still sits vacant.

"I'm sure everybody wanted it to go faster, but I mean there's nothing you can do about the fact that there was a recession," said Mayor Adrian Fenty.

Plans for a grocery store and gym are also being discussed.
