Some of the edits to Gray's plan came in the form of digests, Wilkes said. He estimated that he received about three of the documents, which were more reviews of what Gray thought should be improved than line-by-line edits.

Phil Mendelson, the at-large D.C. councilmember who was once rumored to be considering a run for Gray’s chairmanship, stood behind Gray at Ray’s The Steaks East River in Gray’s own Ward 7 to watch the launch of the jobs plan. In an earlier interview, he dismissed the notion that Gray’s habits amount to waffling.

“One can over think an issue, one can be paralyzed by there being too many voices and not knowing how to sort through it. I've never seen that with Vince,” Mendelson said. “At some point, you understand what the issues are. And you have to make a decision.”
