D.C. DMV plans parking ticket amnesty

The District's Department of Motor Vehicles has a new plan to recover some of the $300 million it estimates it's owed: an amnesty.
Under the plan, drivers would pay only the original fine for a parking or traffic ticket, with all subsequent fines and penalties forgiven.
