D.C. lottery truck, Lucky Lottery Mobile, too big for District streets

The D.C. lottery truck has hit another speed bump, and it's rather big — as in, the Lucky Lottery Mobile is too big, legally speaking, to be considered a food truck. At 26 feet long, it's seven feet longer than what D.C. law permits, and the lottery is just realizing this now.
What does this mean? The truck, which the District has leased through September for $32,600, will still be able to appear at special events, like the monthly Truckeroo festival. But it won't be able to park in Farragut Square.
So this was the "technical difficulty" the lottery had alluded to? Doesn't sound very technical at all. The truck is just too damn big.
