D.C. streetcar to open no later than mid-2013, says DDOT

Correction:
A headline typo originally stated that the streetcar would be complete by mid-2003. We wish that were true.
D.C.'s Department of Transportation has a habit of changing completion dates on us, especially when it comes to the streetcar construction H Street. First it was delayed until late 2012, then late 2013, and now DDOT is saying the line will, in fact, be ready by mid-2013. Are they playing games with us, or what?
From a press release today:
DDOT released a request for bids to design and build the remaining elements of the line, which encompasses western and eastern turnarounds, a “car barn” maintenance facility and the final improvements to the already-built 2.2-mile corridor on H Street/Benning Road. DDOT also plans to utilize the car barn as a training center for District students. DDOT anticipates design work to start in late fall, culminating with the first passengers boarding the line in mid 2013.
