Man allegedly removed police boot from car while parked across from police HQ

A man whose car had been booted by police almost succeeded yesterday in replacing the immobilized tire with a spare — if only he hadn't committed the alleged act while parked in a lot across from Arlington police headquarters.
ARLnow reports:
Police received a call around 5:00 last night for a man who had his booted car jacked up in the county surface parking lot across from police headquarters. The man allegedly removed the wheel with the boot on it, placed it in the trunk and replaced it with a 'donut' spare tire.
But the next thing he knows, he's handcuffed behind his back and made to sit on a cooler while some some dude takes photos of him from across the lot.
