The lawmakers in the House say they're trying to take big government out of the equation. They've been talking about cutting the budget and not adding to the nation's growing debt. But in defense spending, all the rules go out the window. Lawmakers find it very hard to axe defense budgets. CQ's John Donnelly explains why it's tough for Pentagon programs to end up on the cutting room floor.
