New law targets contract payments with the federal government

Interest groups and contractors are protesting a law that would hold onto some contractor pay. Three percent of a contractor's pay for a project would be withheld, estimating in $11.2 billion in lost revenue from tax deliquency. Congressional Quarterly's John Donnelly discusses the law, the push to repeal it and if the move has bipartisan support.
