In 2014, people who do not get qualified health insurance will pay a penalty, unless they are exempt because of low income, religious beliefs, or other exemptions. The Congressional Budget Office estimates four million people will pay a penalty that year.

That's a lot of work. Taxpayers Protection Alliance President David Williams does not the the Internal Revenue Service can handle it.
