Joseph Michel: More charges filed after bizarre chase, police shooting

UPDATE, Nov. 10, 2:40 p.m.: Police have filed additional charges against the man who was shot by police last Thursday after allegedly leading officers on a multi-part foot and vehicular pursuit through the Falls Church area.

Fifty-year-old Joseph Lawrence Michel was charged Tuesday with with felonious assault on a police officer and attempted malicious wounding of a police officer. Michel was charged after he was released from the hospital, where he was treated for a gunshot wound.

According to police, the incident began when officers were called to check out a suspicious person report in the 2900 block of Westcott Street in Falls Church about 4:30 p.m. Thursday, Nov 4. The officer spotted a stolen Mercedes and approached it.

The officer and the driver, Michel, fought and Michel fled on foot, police said. Backup arrived and also began pursing the suspect. Michel, who was running through backyards, eventually made his way back to where the Mercedes was parked and jumped in a one of the officers' cruisers and fled, police said.

After a short vehicular pursuit, Michel drove the stolen cruiser back to the Mercedes, which he jumped in and took off in, police said.

Officers unsuccessfully attempted to stop the Mercedes with their cruisers, and eventually deployed stopsticks on Oakland Street, which Michel avoided, police said. When the Mercedes turned around and headed back toward the officer on foot, he opened fired, striking the driver.

The vehicle eventually stopped on westbound Route 50 at Graham Road. Michel was transported to Inova Fairfax Hospital for treatment of non life-threatening wounds.

Police identified the officer who shot Michel as PFC Paul Cable. An investigation by the Fairfax County commonwealth's attorney cleared PFC Cable of criminal liability in the shooting.

UPDATE, 4:21 p.m., Nov. 5: Fairfax County Police have charged 50-year-old Joseph Lawrence Michel.

Police have charged Michel with grand larceny. Additional charges are pending.

Michel was transported to Inova Fairfax Hospital after he was shot. He remains at the hospital and is in non-life threatening condition.

ORIGINAL: Fairfax County Police shot a man in a stolen car tonight after an extended chase in Falls Church.

Police say a black Mercedes was stolen around 4:30 this afternoon from the 2900 block of Wescott St. Officers found the car parked with the driver inside a short time later at the intersection of Graham Rd and Oakland Ave.
When officers approached the car the man fled on foot. Police chased him on foot through the neighborhood but the chase worked its way back to Graham Rd and Oakland Ave.

Police say the man then stole a police cruiser.

A car chase then took place between the stolen cruiser and Fairfax Police. The chase worked its way back to Graham Rd and Oakland Ave where the thief bailed out of the stolen police cruiser and got back into the black Mercedes.

Officers chased the Mercedes south on Graham Road to Arlington Blvd where officers opened fire. Police shot through the windshield of the car striking the man several times.

Police say the alleged thief has been transported to an area hospital suffering from multiple gunshot wounds. A police officer and a pedestrian were also hurt.

Police describe the thief as a middle-aged man. Charges are pending.
