Federal judge rules against Arlington dog mural

An Arlington business owner has lost a federal lawsuit against the County over a mural.
Kim Houghton, the owner of Wag More Dogs, filed the lawsuit after Arlington County ordered her to cover up a mural featuring cartoon dogs that was painted on a wall within sight of a local dog park.
The County asserted the mural was an advertisement and not art.
Houghton sued, saying the ruling violated her First Amendment free speech rights.
A federal judge disagreed, saying the County was within its rights.
Houghton's attorney says an appeal is planned.
