WaPo: Family friendly, but not bike friendly (TBD)

I don't know what purpose this black box labeled Washington Post actually serves. But I'm pretty sure it shouldn't be taking up half of this bike rack on the 300 block of Pennsylvania Avenue SE, where it's been tethered for at least the last week.
