The AP reports that 19-year-old Eugene Cosgrove was hit as he tried to cross West Patrick Street around 3 a.m. this morning. The Jeep was owned by the city's parks and rec department and had a plow affixed to it.

Cosgrove, who was trying to cross in the middle of the block with two other pedestrians, was taken to the trauma center at the University of Maryland Medical Center.
