Say This:

It's better for an in-law to be the one to tell them that they can't drive anymore. They will be more apt to listen.

I had to tell my mother that she couldn't drive anymore. She has Alzheimer's. She cried, but she already knew that she needed to stop. She would get somewhere then, couldn't figure out how to start the car. (She had to unlock the steering wheel.)
