Do's and Don'ts:

Do tell him what's going on with you. Emotionally overwhelmed? Financially stretched? Be specific.

Don't complain, just the facts.

Don't bring up old family matters or grievances.

Ask for what you want as specifically as possible.

Say This:

Brother, it's costing me X dollars a month/taking me x hours a week for our parents' care and I'm stretched to the maximum.I can show you my records. Would it be possible for you to contribute (X dollars to the cost of a home helper/visit them 2 or 3 hours a week,-----?) I'm sure Mom and Dad would appreciate it. I know I most certainly would.
