As little as I like government, I must admit that I've seen many examples of that particular department being very helpful to individuals when their insurance tried to deny a claim.

I have been told that there are many "programs" where foreigners in this country pay no tax for the first ten or fifteen years. Why? I had a neighbor who was a legal immigrant from Vietnam [one of the Boat People] and when his "business grant" ran out and the government tax breaks stopped, his business went bust faster than a lying liberal.
He applied for another special grant for underprivileged and disabled persons, and he and his family got just over $1,000,000. in unsecured loans and government grants. He's a nice guy and crafty, but... not a good businessman, he doesn't have to be, the government [that's you and me] will keep bailing him out and forgiving his loans.
You or I can't qualify for those exempted grants and unsecured loans. Sorry, a vote for Obama and his policy's, is just more of the same welfare state.
