Based on your definition of "relationship with God", my answer would be no, the bible is not necessary to have one.
I'm not a Christian, so I have to ask. But even if I were a Christian, I would still ask because I wouldn't assume that my requirement/view/opinion/definition was the same as everyone else. In other words, I'm sure you know what it means for *you* to be a Christian, but you can't define someone else's Christianity for them.
Also, I agree that many Christians can't translate their "acceptance" of JC as their Lord and Savior into any practical everyday ways of living. But is that really necessary?

Jesus taught me the greatest lesson about forgiveness, when he was nailed on the cross, and He said "Father forgive them, for they know not what they do." Jesus taught me that people will lie on you, and make false accusations against you. Also that satan is a liar, and the father of lies, and is like a roaring lion, seeking who he can devour. Jesus taught me that the Christian must pray, to God, and have a personal relationship with Him. If you need more proof from me about how Jesus has taught me to live as a Christian, I will be happy to provide it.

But for me the real is Jesus died on the cross for all of our sins and that's why we are here today. He is the son on GOD ALMIGHTY. That's my belief and I am sticking to it... I don't argue or get into any type of debates about the Bible or what I believe. I have my faith, I pray in the name of Jesus and I study my Bible. My faith have gotten me this far and I believe it's going to take to me further in life. Who's to say who is right or wrong when it comes to a person's belief. I don't judge because I am not the judge. We will be judged and then we will know in the end what's the REAL. But for me and my house, WE WILL SERVE THE LORD

It would be nice if that were not simply believed or consdiered, but it is unsubstatntiated. I know for you Christians, faith trumps substance, but not for me.. You can believe whatever you want to, but that does not make it right.
