They used the 2005-2009 ACS average data for the tract and ward charts. 2010 ACS was used only for the breakdown of transportation mode for the whole city.

"No real surprises here" I'm really surprised that Ward 8 tops the list. "Car-Free" implies a contemporary political persuasion not currently on the agenda, I think the street car is not even popular in Ward 8.
