Foot the bill for what exactly? I would think not, since on any government form you would only be allowed to list one spouse. To admit to having more than one spouse would be foolish, as it is, I believe, illegal. (bigamy?)

If there is not a legally recognized marriage the children of the "2nd, 3rd, etc......" are eligible for benefits.

yes that is my understanding. The best I can figure is that whatever they do to have a marriage ceremony apparently is not something that is documented at tax time or filed legally and thus the additional spouses' children can claim benefits and from the little I have heard it is a very very large amount of taxpayer dollars.
