I highly recommend Coffee Cup software. I have the full suite of apps and it is so easy to get up and going with a website with Visual Site Designer. No HTML needed at all. It's what I used to build www.goodharbormusic.com and www.kingscrownpublishing.com.

I would give you the most standard answer and tell you tat Dreamweaver is th eindustry standard, but you need to be pretty savvy to get it to do wgat you want. I use Dreamweaver, but I believe that if you've never put together a website, try Microsoft Frontpage. It's very user friendly, it's very interactive with the MSOffice suite of products and it's truly WYSIWYG (What you see is what you get).

BigBill, Dreamweaver. If this is your first site, you might want to have someone else set it up in Dreamweaver then you can do future changes with Contribute (also by Adobe).
