I'm not really sure, but i know if you say it too soon you scare the person off and if you wait too long things might change.

Some people can say I love you with no heart

and others cant say it at all or dont feel comfortable with using the word love.

I guess the best thing to tell you is -

Go with your mind and your heart. Say it when you feel it and if its wrong, you will know.

To be in Love is a great feeling. Heres a way if your having a hard time being able to say it but want too.

Try saying, "I love the things you do" or "I really love being with you" and when the time comes to say "I love you too" it will feel natural.

Honestly, I think you should say I love you only IF and WHEN you really mean it. If you base your decision to tell someone you love them on what THEIR reaction will be or what you perceive the right time to be, you're playing games with yourself and with them. Say it without expectation, mean it, and never apologize for loving someone...ever. If they don't say it back or it's never reciprocated, take pleasure in knowing that you were true to your feelings and you have the capacity to love without reservation.
