I don't know what it means. But the real test is not what a lover says. It's what he does. Does he act like he loves you? Is he kind? Considerate? Attentive? Supportive? A good listener? A sensual lover? If so, I'd take his words on face value. He loves you. If not, well, talk is cheap, and he's bs-ing you.

Im just guessing here, but it would seem you are the footing on which his foundation has been built (assuming you are the recipient) being stable only as long as you are there to maintain it, so in his mind he needs to be sure she knows he loves her A LOT by telling her so. Because if he looses her he looses himself...im sensing stuff here. I could be way off base.
