Staring can indicate attraction, sure, but it can also indicate hostility, curiosity, astonishment, being lost in thought, and a few other things. Measuring in seconds will not give you an answer without considering the people involved, their habits, their eyesight, their body language, etc.

Maybe I should have clarified what I meant. As an observer if eye contact is made by man/woman who are married but not to each other a lingering eye contact of long duration seems odd or might I say suspicious.But if they have bad eyesight both parties are able to have long loving eye contact and its ok?

What if that blurry foggy state is arousal? Or attraction? i find myself making not more than an aknowledgement of someone by eyecontact.Nevermind a bonejumping stare.
