Titling a piece of legislation is the key to passage you can count on very few reading the tomes of the bill itself. Hence you get things like...
Clean Air Act=A break for polluters
Energy Bill=Tax breaks for Big Oil
Patriot Act=4th Amendment Erosion
Then even if you read the fine print and come to know what is being agreed to you then have to watch out for the abuses that fall outside what the bad legislation sanctioned to begin with.
Today we learn that more "outside the lines" private information was being gleaned from AMERICAN CITIZENS with the wave of a Security Memo...

These Security Letters are used in lieu of warrants. FBI Director Mueller conceded that over 4600 incursions were not included in the report given to congress and that additional violations of the law have occurred as it relates to intelligence gathering on you and me.
It's hard for a horse not to whinny, a dog not to bark and a security professional not to snoop...it's in their DNA. All the more reason to be on the other side of caution in this debate. You can't count of the FBI, CIA, NSA and the other less known nor named institutions to show restraint and be content to adhere to the guidelines and rules place on them.
This after his admission of similar lapses one year ago;
