If Arlington ruled Virginia...

The county has posted "Please No Smoking" signs in 13 parks, in the hopes that asking politely will somehow shame smokers into lighting up elsewhere. Why not just ban smoking in public parks? Because only the state can do that. Here's what Virginia would be like if Arlington were in charge.

When an upstart local news site writes about, say, a dumpster barely obstructing the right-of-way (or "unruly newspaper boxes," or "excessive sprinkling"), then every county, city, and state agency would respond immediately to fix the problem.
