There's been much chatter recently about laws regarding photographers on city streets and noise levels at outdoor concerts. Which got us thinking: What are the most bizarre regulations on the District's books?
"Whoa!" and "Stop!" don't count as brakes.
"Each horse-drawn vehicle engaged in carrying loads on the streets and highways of the District shall be equipped with an effective brake."
