Early last year, a Post investigation alleged a D.C. HIV/AIDS non-profit was providing crappy services, submitting invoices for employees who didn't exist and swindling the District out of hundreds of thousands of dollars. Now the inspector general has found that most of those allegations are true, and that the Department of Health looked the other way.
